管理權易手 Pan Palace廣場重生有望

（檳城24日訊）Pan Palace廣場有希望了！
位于立信花園的Pan Palace廣場管理權易手，該廣場竣工3年后，今年2月6日終成立共管機構，并于今日上午11時向發展商取回該廣場的管理權。
此外，該新任管理層欲將該廣場發展成“社區”廣場以一改該廣場經營慘淡的情況。
該共管機構主席譚偉杰指出，2008年起，廣場的經營非常慘淡，140多間店鋪，只有3、40間營業，每周營業3、4天，就連冷氣和電動扶梯也都沒有操作，根本就沒有人光顧。
“因此，我們不走皇后灣或合您廣場等的‘高檔’路線，我認為應把該廣場發展成一個社區性的廣場，讓附近的居民對該廣場有‘歸屬感’，這樣才會有生意。”
雖然該廣場曾因經濟不景、市道慘淡而將300至500多平方呎的店鋪，以每月99仙的低廉租金租出去，但是譚偉杰認為，此方法已行不通。
另外，由于擔心面對發展商不愿意交出管理權的情況發生，該共管機構“請出”光大區州議員黃偉益做協調，而警方也在一旁嚴陣以待。
雖然在黃偉益以強烈態度，以2007年建筑與共管產業法令，要求發展商移交文件及搬空管理層的辦公室時發生小沖突，但發展商最終都做出妥協，移交一切文件及資料予共管機構。
譚偉杰說，管理權的移交還算順利，而發展商也答應在1周后移交管理賬目予該機構。
該共管機構是在2月6日成立，并于3月19日接到檳島建筑總監發出的證書。Service Charges for Feb/March 2010

The setup of Joint Management Body of Pan Palace Plaza has been officially approved and recognized by COB (Pesuruhjaya Bangunan), Majlis Perbandaran Pulau Pinang on the 6th day of February 2010.
